Yes; 5.0-17924
Is the issue present in the latest stable version?
Yes; 5.0
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)
[First broken version number here (if applicable)]
If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. For more information on how to use the fifoplayer, please check here: https://wiki.dolphin-emu.org/index.php?title=FifoPlayer
[Attach any fifologs if possible, write a description of fifologs and screenshots here to assist people unfamiliar with the game.]

The attached data.bin file is the save file at SD\private\wii\title\SOME\data.bin
The attached JPG image is a photo of the source and result save files side by side. The TV shows the save file that is on the Wii, and the laptop shows the save file that was imported and possibly corrupted by Dolphin.

Dolphin will only import the data it is given - there's zero (well, almost zero) chance for a savefile to import successfully but somehow be missing some data.
I'd reckon there's a much higher chance that the savefile was improperly exported.

- Status changed from New to Questionable
Yeah, dolphin turning a "49/50" save into a "15/50" save does not seem likely.

Assuming that "the savefile was improperly exported", can you point to somewhere I can learn how to "properly" export it?

I don't know the proper procedure for exporting/importing a Wii save.
Importing a 100% save from https://gamefaqs.gamespot.com/wii/609557-rhythm-heaven-fever/saves into dolphin produces a working 100% save as expected.
Game save data formats are not generally structured in a manner that would allow raw mishandling of the data to produce working but incorrect game progress.
If dolphin was doing something wrong, the save would likely be completely corrupt/unusable.
I think it's most likely that you're working with an outdated version of your save file.
Maybe you exported this "15/50" save at one point and your "49/50" save was misplaced or failed to export entirely?
On a real Wii, can you reset your progress and import the save in question to show us it should hold "49/50" progress?
