Forecast Channel stuck on FORE000006 error

What's the problem? Describe what went wrong.

When i open the Forecast Channel,it always greets me with error FORE000006. I tried everything to fix it. Deleting SYSCONF would open the "An error has occured. WiiConnect24 features cannot be used." error and if i deleted the .vff files after that it would again open FORE000006. I also tried downloading the .vff directly and that worked for only one time. My Region is Italy so it should be supported. Changing the time doesn't work.

Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

I don't know the version where this started but i have seen videos dating back to 2020 where this issue was present.

If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. What are your PC specifications? (CPU, GPU, Operating System, more)

Windows 11
AMD Ryzen 5 3500U with Radeon Vega Mobile Gfx
8 GB RAM
(I'ts a laptop but other pcs had the same problem)

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

Will upload folder files. I will upload anything if needed.

I'm unsure if this will help solve the problem or not, but my personal experiences are:
• Turning on "Enable WiiConnect24 via WiiLink" in Dolphin's settings, on a stock Wii System Menu system update, made the Wii Manu's default Forecast Channel work correctly for me immediately.
• The default system country for a Dolphin PAL Wii Menu system update is Switzerland, though this shouldn't normally cause that error; instead it'd cause the forecast city selection screen to show Swiss regions only.
• If I'm not completely wrong, Wii System Menu (in this case the PAL system menu) should be installed in Dolphin in order for Forecast Channel to work properly, but it's hard for me to tell 100% for sure.
