We are currently able to set different controller profiles to different games in the GameINI using PadProfile. I think the ability to set custom hotkey profiles this same way would be a small, but nice QOL improvement.

I think someone already programed this, but it doesn't look like it's been implemented. https://github.com/dolphin-emu/dolphin/pull/11660
