GSN.ini stores GameINI settings for Sonic Adventure 2: Battle, which covers the US and EU versions. It does not cover the Japanese version, which has its game ID start with GSB rather than GSN.
What steps will reproduce the problem?
Check the GameINI settings for the Japanese version and you will find them blank, while the US and EU versions have a few settings applied.

This issue came up originally on the Dolphin Discord, where a user was reporting some issues with text due to Dual Core mode. The GameINIs would normally force disable dual core mode but don't here due to this game ID difference.
