Prerendered videos speed up when framedumping

Description

What steps will reproduce the problem?

  1. Start a game
  2. Load a prerendered video (intro is easiest)
  3. Start framedumping for a few seconds

What is the expected output? What do you see instead?
The video is expected to play at normal speed in the frame dump recording.
Instead it plays about 50% faster than it should.

What version of the product are you using? On what operating system?
Last I tested this was on SVN R 3486 x86 WinXP Pro.

Please provide any additional information below.
Speed of the video seems to slightly fluctuate in playback.

I think this is because Dolphin always assumes the native frame rate is 60fps when
framedumping, although some games have times where the frame rate is reduced from

  1. Might want to look into that too.
