Background Input option highly inconsistent with keyboard controller

Game Name?

The Phantasy Star Online games are the only real relevant ones here

Game ID? (right click the game in the game list, Properties, Info tab)

GPOE8P, GPOJ8P, GPOP8P

What's the problem? Describe what went wrong.

The "Background Input" option is highly inconsistent when it comes to the keyboard controller, and the behavior isn't 100% consistent but it tends to "settle" on that the Background Input option must be enabled for keyboard input to work at all, then it will capture keystrokes even when using other programs (Discord, Firefox, etc) and input them into the game.

(Also maybe a bit off point but I just switched to Wayland, isn't it not supposed to even allow this kind of thing lol)

What steps will reproduce the problem?

Port 1: GameCube Adapter for Wii U (one controller plugged in to slot 1, physically)
Port 2: Keyboard Controller

Keyboard controller configured by pressing "Default"

Also just realized there's no : (colon) in here, that explains a few things.

Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

Not sure, don't have easy access to it, but I remember similar issues when I was playing in the bad old days of the TAP adapter in like 2020 on Windows

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)
