"Millionaire" (US) flickering and vertically stretched

When attempting to play the game on Dolphin 5.0-17995 for Windows (but not on Android), on most screens, the video flashes and alternates between 1 scanline repeated for the whole screen, the top half of the screen stretched vertically, and the bottom half of the screen stretched vertically.
