What's the problem? Describe what went wrong.

When using Windows 10's inbuilt scaling it enlarges UI elements and the netplay chat window, making it borderline unusable past 150% due to taking up much of the screen

What steps will reproduce the problem?

In Windows go into PC settings and go into system then display, then change the scale
effects in dolphin should be immediately noticeable
