GPU Texture Decoding on OpenGL Backend cause Graphic corruption on AMD Radeon GPU.

Game Name?

Every Game I tested has the problem.

What's the problem? Describe what went wrong.

When I enable GPU Texture Decoding on OpenGL Backend, Graphic is heavily corrupted.

What steps will reproduce the problem?

OpenGL Backend, GPU Texture Decoding Enabled, Open any game.

Yes, on 5.0-20122

Is the issue present in the latest stable version?

Feature does not exist on stable.

What are your PC specifications? (CPU, GPU, Operating System, more)

CPU: Intel Core i7-12700K
GPU: AMD Radeon RX 6750 XT - Driver 23.9.1
OS: Windows 11 Pro Insider 23H2 22631.2338

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

I'm 99% sure this is a driver issue since toggling GPU Texture Decoding off in Game or FIFO Player fixes the graphic and vice versa.

I can reproduce this in Super Mario Sunshine. Seems to be a Windows-only issue, so yeah, probably driver related.
