Brawl not full speed anymore

What steps will reproduce the problem?
1.Run Super Smash Bros Brawl
2.Play Versus mode
3.
What is the expected output? What do you see instead?
full speed on 4 players as before
What version of the product are you using? On what operating system?
every rev from around 3993 and above

my specs are not great
i have a: AMD 4400+ X2@ 2.6GHz
ATI Radeon 2600
2 GB of RAM
on older revs I was able to run Brawl full speed on 4 players
the counter showed me 100% VPS and I had around 35 FPS but it felt like
full speed, just like on the wii
now is like 50% and its fery slow on 27-32 FPS
it feels like the built in nintedo frame skipper is gone, or something...
i dont know...

Sorry for the typos. I am sleepy, it's 6 AM here.
Also, I forgot to mention that I use Orleans builds with watchdog set on 15 and
frameskip off...

please do not file issues for builds that include patches that are not in svn ie watchdog
