Since 5.0-18973 (https://dolphin-emu.org/download/dev/91fca0783edc73d5f027cb4e151b319f03ee5ce4, https://github.com/dolphin-emu/dolphin/pull/11647) light glares have been missing in TimeSplitters: Future Perfect on OpenGL and DirectX 11 renderers, working as intended in 5.0-18970. Doesn't seem like they worked properly at all in DX12 or Vulkan in the first place even before that as another issue mentions those https://bugs.dolphin-emu.org/issues/12804

What steps will reproduce the problem?

Starting the very first story mission cutscene will show a sun flare immediately, skipping the intro cutscene and getting into the actual first level will also start with a different sun glare

Screenshots of both the intro cutscene and the first level on 5.0-18970 (last development build before the issue) and 5.0-18973 attached below.
FIFO logs recorded using OpenGL renderer on Dolphin versions 5.0-18498 (consistently crashed during recording on 5.0-18970, looks identical) and 2409-1 attached below.
