Missing tooltip for hardcore mode disabling Enable Cheats

Description

After RetroAchievements integration was merged, it became possible for Hardcore Mode to disable settings for the user in the UX. In the settings UI, these are shown as greyed-out options:


However, there is no indication on mouseover that the reason Enable Cheats is disabled is Hardcore Mode:

This is correctly shown in the tooltip for debugging UI:

Enable Cheats should have the same mouseover description mentioning that it is disabled in Hardcore Mode.

Tested on 2409-65, latest available at time of post. Windows 10 x64, specs shouldn't be relevant in this case.
