What's the problem? Describe what went wrong.
Cutscenes (with the exception of the intro cutscene on startup) are jittering and displaying black artifacts, both at the top half of the screen.
What steps will reproduce the problem?
Launch the game, start a new story mode ("Racing Life") and watch the first cutscene.
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
Yes, 2409-288.
Is the issue present in the latest release? For future reference, please also write down the version number of the latest release.
Yes, 2409.
If the issue isn't present in the latest release, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. For more information on how to use the fifoplayer, please check here: https://wiki.dolphin-emu.org/index.php?title=FifoPlayer
I have attached a fifolog and a screenshot.
What are your PC specifications? (CPU, GPU, Operating System, more)
Intel i7-12700K, GTX 3070, Win10 Pro 64Bit, 32GB DDR4 RAM
Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)
I have tried several renderers, settings and also different game versions (NTSC-U, PAL and NTSC-J)
It's much easier to see the issue in motion so here is a quick video I made that demonstrates it: https://www.youtube.com/watch?v=A4fQnR5NBBQ
This issue seems to have been present since the very early days, because this 15 year old video (which is also embedded on the wiki page) displays the same problem: https://youtu.be/WI2oaf48gbY?si=YTC_KoX6PpS4osqQ&t=118
Curiously enough, the issue does not occur in a video from March 2021: https://youtu.be/M0BmvuCxrp4?si=wGHvLsjuVlz5Yp2W&t=125 Sadly, the video doesn't say what emulator version this is.
Also, here is the same cutscene running on original hardware: https://youtu.be/iLKbtrdey9Q?si=7iXk7C3XZVzl5cnW
