open[Feature Request] Add scripting functionality to Dolphin

Description
When creating tool-assisted speedruns, having access to a scripting language that can allow pausing, frame advance, savestate saving and loading, setting controller inputs, reading frame count, editing memory addresses and registers etc. can be incredibly powerful and allow partial automation of many tasks that would otherwise be rather tedious and time-consuming, allowing for quicker and more optimal results. This functionality can be found in many other TASing emulators and software (such as BizHawk, libTAS), but is currently unavailable in official builds of Dolphin. While there is a build of Dolphin that adds in Lua support, it is made for the original release of Dolphin 5.0, forcing users to choose between emulation accuracy and better tools, and has not received any development for 3 years. Adding this functionality to the mainline versions of Dolphin would allow users to have both benefits at once, and allow games that were unable to be TASed on 5.0 (such as MotionPlus games like Wii Sports Resort) to become more feasible.
