What's the problem? Describe what went wrong.
The settings that Dolphin has in place for aspect ratio, system language, 50Hz/60Hz etc. upon being opened will remain as defaults for the rest of the session. If the user changes their configuration, makes an input recording, and then reopens the game, it will reuse the initial configuration, despite still appearing to use the changed settings in the config menu. The user is then forced to change their configuration again to make Dolphin recognize the new values.
What steps will reproduce the problem?
- Open Dolphin. Go to Config, then the Wii tab. Take note of what settings are in place for Aspect Ratio, System Language, and for PAL games, whether it uses PAL60 or not.
- Change any of these settings to something else.
- Open a Wii game by starting an input recording.
- End the input recording and close the game.
- Reopen the game (with or without input recording, it doesn't matter), and reopen the Config window. The game should appear to correspond to the settings that were in place when Dolphin was opened, rather than the settings that are actually represented by the emulator.

From my testing, this is also the case with GameCube games and doesn't require input recording at any point. Thus, #13663 is just a special case of this.
