Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

Yes 2503-198

Is the issue present in the latest release? For future reference, please also write down the version number of the latest release.

No

If the issue isn't present in the latest release, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

[First broken version number here (if applicable)]

If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. For more information on how to use the fifoplayer, please check here: https://wiki.dolphin-emu.org/index.php?title=FifoPlayer

[Attach any fifologs if possible, write a description of fifologs and screenshots here to assist people unfamiliar with the game.]

What are your PC specifications? (CPU, GPU, Operating System, more)

Windows 11
Intel core i5 13400f
nvidia rtx 3060 ti
16 gb ram

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

Can you please describe the issue better than "frame time stuttering"?

If 2503 is issue free, can you please determine which exact development version started this issue for you?

I can reproduce the stuttering in Metal Gear Solid: The Twin Snakes in the latest development version.

Disabling "Dual Core" or enabling "Store XFB Copies to Texture Only" fixes it.

It started in version 2503-54.

I don't think this is related to 2503-54.
I think the dipping to ~30fps is a long-existing situation.
I experience this sporadically prior to 2503-54.

2503-47 can dip to 30 FPS for a brief moment when the camera angle changes.

The stutters in 2503-54 last longer and can happen at any time, even while standing still.

The game itself is lagging. Increase the Emulated CPU clock or something and see if it disappears. AFAIK, that area lags on real console, which would result in bad framepacing.

The stuttering disappears around 285% overclock.

2503a-340, no overclock: https://i.imgur.com/CdPAnks.png
2503a-340, 285% overclock: https://i.imgur.com/yUDnuPi.png

But 2503-47 doesn't have this issue. Even with no overclock, I can't see any random drops, there are no spikes to 33 ms in the frametime graph.

The drops in 2503-54 are immediately noticeable when they happen. 2503a-340 looks especially bad because the stutter is constant.

I've done some more testing, and I've managed to eliminate the random drops in 2503-54 by changing the GPU power management mode to "Prefer maximum Performance". https://nvidia.custhelp.com/app/answers/detail/a_id/3130/~/setting-power-management-mode-from-normal-to-maximum-performance

But this workaround stopped working in version 2503-194. See the attached screen recordings.
