What's the problem? Describe what went wrong.
When you select your language (in my case, Italian), cover downloads are not guaranteed. This is because some software does not have translated covers. For example, SVXI52 SKNP52 and SSPP52 have the same cover throughout Europe, and as a result, GTDB only has the English entry.
What steps will reproduce the problem?
Select a language other than English and try to start downloading the covers for the above titles.

If the issue isn't present in the latest release, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

One possible solution would be to think about a setting that would allow Dolphin to fall back to English or something similar. Ideally, it would be to allow users to choose the fallback order, but I realize that this would be an excessive effort and maybe a little pointless.

The game cover downloads fine for me for SSPP52 while Dolphin's language is set to Italian.
Maybe you are talking about the "X" in list view? (see attached)
That image comes from making a save in the game, not from GTDB.

That image comes from making a save in the game, not from GTDB.
No, I'm talking about the grid version (attachment 1), as specified in the settings (attachment 1).
I am well aware that the banners are extracted from the game.
Perhaps your cover could be derived from a setting previously set to English? Because this URL leads to a 404 error.

Ah, I was changing the interface language, but changing the Wii system language causes this.

Rather than “when Wii system language is changed from English,” I would say “when Wii system language is not English” The problem is not actually the change of language, but rather the lack of database resources for certain languages.

i've encountered the same problem, the steps are:
set to another language the wii/GCN language (not the UI lang)
press file -> open user folder
delete the cache folder
go to dolphin and then view -> clean game list cache
close and reopen dolphin (this loads the cover for the games that have a cover in the language)
Now for some games there isn't th icon of grid list
