Every time I start Dolphin Emulator it freezes when I start it back up I have tried everything to fix it
What steps will reproduce the problem?

- Add portable.txt
- Open Dolphin
- Close Dolphin
- Not responding

Your reproduction steps make it sound like Dolphin is not responding only after trying to close it?

Which specific version number of Windows 10 are you running?
Have you tried reinstalling/repairing the MSVC++ redistributable? https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170

If you delete the User folder that portable.txt causes to be created, does that allow Dolphin to launch again without freezing?

when I add portable.txt to dolphin-x64 it launches normally but when i launch it again it freezes

Yes. When you create a portable.txt Dolphin will create a User folder next to it (to place all the user data).
If you delete that User folder, does Dolphin launch normally again?

What are you doing to make it work at least one time?

How are you making Dolphin not freeze again after you've made it freeze ?
