What's the problem? Describe what went wrong.

When the game is in fullscreen mode and the Achievements tab is opened with a hotkey (alt+A) the game and emulator will freeze and it will be closable only with task manager.

What steps will reproduce the problem?

Set up a hotkey to show the achievements under options>hotkeys and use it when in full screen while in any game

What are your PC specifications? (CPU, GPU, Operating System, more)

Ryzen 7 5800X, 4060ti, windows 10

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

I dont know what files to provide, but it should still freeze on default or reccomended settings

The achievement tab DOES open in the background but it cannot go over the fullscreen emulation, it cannot be alt-tabb'ed to because the emulation freezes in fullscreen and cannot be closed in anyway other than task manager.
The emulation does not freeze if the emulation is on a monitor and dolphin is on another.
