What's the problem? Describe what went wrong.
[When attempting to play a 4 player vs match with all players using the GBA integrated it fails to connect
the first player's GBA. This happens because the Player 1 port has to switch from a Standard Controller to a GBA
integrated after all other players are connected. Player 1 cannot start as a GBA as the game actively ignores inputs
from the GBA's until the rules a battle format have been selected with a Standard Controller. The player 1 port
never connects regardless of how many times its reset. It's almost as if you'd have to either have both a standard controller inputs and gba integrated at the same time which isn't possible. On real hardware you can just swap the port to the gba when prompted. This is the only time as far as i'm aware of in Pokemon where 4 players can battle each other with full teams of 6 each effectively making it a massive 12v12 format. Player one can use the story save file but all inputs are on the main screen making for a bad tournament style format which would work on real hardware]
What steps will reproduce the problem?
[Before starting the game to play this mode it requires a legal rom file and save file from any of the gen 3 Pokemon games(Fire Red, Leaf Green, Ruby,Sapphire, or Emerald.) Player's 2,3,4 Should be set to GBA integrated with player 1 as a standard controller. Each player must have their rom file and save file selected in the gamecube controller menu within dolphin. Each player must be saved in a pokemon center with their team in their party slots. Start game and enter the vs mode, select group battle, set opponents to the bottom selection with 4 gbas, select enter and then yes. Then reset the player 2 gba and wait till it connects, reset player 3 and wait till it connects, reset player 4 and wait till it connects, and then attempt to switch player one to a gba from the menu and then it never connects. ]

[Yes Version 2603a]
Is the issue present in the latest release? For future reference, please also write down the version number of the latest release.
[Yes version 2603a
If the issue isn't present in the latest release, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)
[N/A]
If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. For more information on how to use the fifoplayer, please check here: https://wiki.dolphin-emu.org/index.php?title=FifoPlayer
[Attach any fifologs if possible, write a description of fifologs and screenshots here to assist people unfamiliar with the game.]
What are your PC specifications? (CPU, GPU, Operating System, more)
[AMD Ryzen 5 5500, GeForce RTX 3060Ti, Windows 11 Desktop. It also doesn't work on Intel Core I7-13620H, Geforce RTX 4050 laptop gpu, windows 11 laptop.]
Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)
[It could maybe be solved by either being able to start the game as a gba integrated with extra inputs to run in game menu or by figuring out why the swap from standard controller to gba integrated doesn't connect like it does on real hardware when it switches Admittedly it isn't the most stable thing on real hardware and is a very niche and specific issue but it would allow pokemon tournaments with a unique battle format that only ever existed in this game and Pokemon Colosseum. ]
