What's the problem? Describe what went wrong.

The fog of this game is rendered incorrectly.
It cuts off improperly from the horizon, and it doesn't cover distant rivers.

What steps will reproduce the problem?

It is very easy to notice in London 2 Day.
Godzilla 90's can grab the opponent with A+B and throw it upwards with B, showcasing the issue perfectly.

Also, completely unrelated note, but for some reason the GameINI of this game forces EFBEmulateFormatChanges = True.
The commit that added it doesn't explain the motivation, and I couldn't find any difference without it.
