What steps will reproduce the problem?

  1. Run dolphin
  2. Turn of "Safe Texture cache"
  3. Run a game

What is the expected output? What do you see instead?
To Run the same speed or at least a little less

What version of the product are you using? On what operating system?
Windows 7 32 Bit - Pentium dual core 3 GHZ

Please provide any additional information below.
I am sure their is no thing wrong with my PC
The game i am trying to Run is "Mega ManX Collection" And even at the Start
its Too Slow.

Mega man xcollection needs safe texture cache on btw for colors.
