closedDolphin consumes CPU cycles when paused

Description
When pausing any game, Dolphin continues to use about 50% CPU on my Intel
Core2Duo, while it shouldn't be using any because the game is not running.
This makes background tasks very slow when pausing the game. Is anyone
else able to confirm this?
SVN R 4774 WinXP Pro MCE x86

No need to confirm, that's true, and if you choose single core mode, then you get 0%
usage when paused, but it just pauses one core in dual core mode.

Not fixed on r4778 ... Still using 50% CPU when paused on Dual Core mode...

fgfemperor, please read the comments of r4777, you have to uncheck CPU->EFB access to
reduce the CPU usage to 0% when paused.
