Luigi's Mansion broken (rip optimize quantizers)

What steps will reproduce the problem?
- Start a 'new game' and wait for the mini-introduction
What is the expected output? What do you see instead?
While he's walking you can see his teeth inside his mouth.. like if his
face was kinda transparent..
What version of the product are you using? On what operating system?
This bug used to happen when I enabled "optimize quantizers" while "EFB
copy to texture" was enabled also. And since 4854 you can't disable OQ..
Tested it using 4853, 4855 and 4910 (4855 and 4910 having the same behaviour)..
ps.: tested only with DX9.. GL has some bugs with this game

not correct r4861 with a small improvement over the r4858

r6114 introduced changes to quantizers, can anyone try if this fixes things?
