Wiimote pointer is WAY of the mouse position (Emulated Wiimote)

Description

I've had this problem for some hundred revisions, while it was never spot
on, it's kinda unsufficient when half the screen is unnaccessable to the
pointer. Some revisions back it didn't happen all the time, so unsure if
there's some conditions for it, but lately it happens every time.

Test case: Super Mario Galaxy run with Dx9, both x64 and x86, using
resolution 1920x1200, the wiimote pointer is positioned about 500 pixels
below the mouse. Using 640x480, it has the same offset (like 200
pixels).Latest test on r4933. graphic setting like copy EFB, scaleEFB hack
and filters were swapped around with no effect.

You have to play around with the IR Pointer settings in Wiimote config to fix this.
Every game seems to need other values, and for now there is no autodetection.
Settings are stored per game tho, so you can simply change it as you need.
