What steps will reproduce the problem?

1.Dolphin Settings: Dual Core enabled, Idle Skipping enabled, Unlimited Jit
Catch enabled, HLE the IPL enabled, JIT recompiler enabled. Plugins: D3d,
Dolphin DSP-HLE Plugin, x360 Gamepad.

2.set framelimit to either auto, or the framelimit speed that correctly
corresponds to the game that is to be played.

3.run a game (i've noticed the problem appears in some games but not
others) like Super Mario Sunshine, or Zelda Twilight Princess

What is the expected output? What do you see instead

Expected:
the game is allowed to run no higher than the predefined frame limit.

Problem:
when framelimit is set to auto, or defined as anything from 20 to 120 the
game's max framelimit is lowered (usually by about 10 fps). although the
computer is more than capable of running the game at more than it's full
speed, the framelimit option limits the max speed about 10 fps lower than
it should.

What version of the product are you using? On what operating system?

Windows Vista 64-bit OS Intel Core 2 Duo (2.4 GHz) Centrino 2 chipset. 4GB
ram. ATI Mobility Radeon HD 3650.

Please provide any additional information below.

this problem does not effect all games. i have noticed that it effects
Zelda twilight princess and Super Mario Sunshine, but not Zelda Wind Waker,
although i'm sure it effects many other games as well. just as an example,
i have to set the framelimit option to 70 or 80 in order for the program to
allow the game to run no higher than 30 (for zelda twilight princess)
