Description

What steps will reproduce the problem?
1.Start Dolphin
2.Set Frame Skip to something like 2 or 3, knowing that you can't get 100% FPS.
3.Play.

What is the expected output? What do you see instead?
It should skip properly. Though, before it skips 3 frames, as an example if
it's set to 3, it will read 1 frame or so before skipping. So it goes: Skip
> Stop > Skip > Stop. It's kind of annoying too, as it speeds up and slows
down all the time. it reminds me of the effect of setting it to 3 in PCSX2
and setting it to read 1 frame before skipping. It's impossible to see when
the game is fast, but in slower games like ZTP, in Hyrule Field, or some
Wii games. It's easy to see it. Also, newer revisions are slower too, so it
helps a lot seeing it.

What version of the product are you using? On what operating system?
I'm still using R4470, because the problem will happen in any newer
revision. I'm using DX9 though, I don't know if it happens on OGL.

Please provide any additional information below.
Windows XP x86, Intel E7200, 2 gb RAM, Nvidia Geforce 8600G.

Made a mistake there, I'm using R4738 actually, and I first found the problem in R4873
