What steps will reproduce the problem?
1.Start Dolphin
2.Start Game
3.Game won´t start if it isn´t compatible to the cpu->efb access

What is the expected output? What do you see instead?
black screen, no sound

What version of the product are you using? On what operating system?
Dolphin r 5203 /32 bit,DX 9 Plugin - Windows 7 Home Premium 32 bit, AMD
Phenom II X4 965, 4GB ram, Ati Radeon HD 4860.

Please provide any additional information below.
If the cpu->efb access is in the game-specific settings, you must not set
it always by hand. Like by Mario Strikers Charged Football and others.

If the CPU->EFB access is enabled while starting a game that is incompatible with it
a message will be shown: Poke color EFB not implemented and the game won´t start.

Much games will run faster, if its enabled and much run faster when its disables.

since the r5195 Mario Strikers Charged Football unbootable

It will boot if you disable CPU->EFB access and disable dual core. Than it will work,
but slow.
