Memory card not working

Description
What steps will reproduce the problem?
1.Under Options->Configure->Gamecube, ensure that a memory card is in slot 1.
2.Load a game that uses memory card slot 1.
What is the expected output? What do you see instead?
I expect the game to load the data or ask to format/create data. Instead,
it says the memory card is damaged and unusable.
What version of the product are you using? On what operating system?
r5289. Windows 7.
Please provide any additional information below.
Memory card manager can access the data just fine. This did not happen
until I upgraded. The same memory card file worked on r5246 and 2.0 rc1.

nothing has changed with the memory card system for quite some time.
please upload a copy of the memory card and post a link to it here

I tested it with a clean install of r5290 and it seemed to recognize the card. I
guess it was just a problem with my installation.
