What steps will reproduce the problem?

  1. Highlight mouse over an option
  2. Wait
  3. No Summary for what that option does

What is the expected output? What do you see instead?

I see nothing. No tooltip/summary for an option.

Why would you like this issue to be fixed?

This could help more dolphin users configure dolphin more accurately for a
game/better understand the options so emulating games is much easier and
better.
