Hot Wheels World Race-NTSC-Blue overlay ingame blocks all visibility

Description
What steps will reproduce the problem?
- Start game
- Go through menus to choose Challenge or Single-player
What is the expected output? What do you see instead?
Blue overlay blocks visibility in races. Can occasionally see the track
for a second or two if you drive blind.
What version of the product are you using? On what operating system?
V992; Vista x86, Intel Dual Core Ex 2.93MHz; 2 8800GTX in SLI mode
Please provide any additional information below.
Tested with and without Optimize Quantizers & Idle Skipping.

Update: thought to try it under DX9 (previous attempt was OGL). DX9 does not have
this problem.

Try with Rev above 1048 and report back please.

Tried OGL on r1062. Blue fog still present. DX9 still works fine though.

This appears to be fixed now. Running NTSC game on default settings with Dolphin R3931
X64 build, with no evidence of this blue overlay.
