r5713 makes video playback in some games sound crackly when framelimit is ON AND audio throttle is OFF.

Description
What steps will reproduce the problem?
1.Enable framerate limit in config.
2.Disable audio throttle in dsp plugin.
3.Watch opening movie in some games.
What is the expected output? What do you see instead?
Video playback should sound smoothly. But since r5713, it sounds crackly.
Dolphin version with the problem? Other Dolphin version without the
problem?
r5713 and r5817. r5712 is fine.
32-bit or 64-bit and any other build parameters?
64-bit. Default build parameters.
OS version and versions of tools/libraries used?
windows 7 x64. latest libraries.

I have tested 3 games.
Most noticeable in "Fire Emblem: Radiant Dawn(RFEE01)" opening.
SSBB and "Tales of Symphonia" openings are also affected.
However, if Audio Throttle is ON, then it sounds smoothly no matter Framelimit is ON or OFF.
I don't think that's a bug... You see, Audio Throttle is what really matters in maintaining the correct speed in NGC and Wii games... It's FPS-Limiter works over the default emulator Frame Limiter, because by limiting the game by a property contained within it, you have a most precise emulation speed...
So, basically, if you use only the "Config" Frame Limiter, the emulator limits the speed by a default of either 25, 30, 50 or 60 FPS, according to the WHOLE game, while the Audio Throttle adapts to the situations, limiting the speed accordingly to the situation in-game.
I guess that's it...
Anyway... What's the point of having Audio Throttle OFF and still limit the FPS?
Some game needs audio throttle off and framelimit on to get video playback av sync. Such as Fire Emblem: Radiant Dawn.
Try selecting "Limit using FPS" on the Config screen and see what happens...
And also, r5713 is not current... Try getting the latest... Still I don't think it's a bug...
