What steps will reproduce the problem?

1. Load the game.
2. Then Start Race, Single Race, Beginner, Class 1, pick a character, choose London, finally pick the first available race.
3. Load screen, then the race starts and constantly loops the phrase "Start your engines!".

What is the expected output? What do you see instead?
-- Definitely not this, I expected to hear it once not over and over again.

Dolphin version with the problem? Other Dolphin version without the
problem?
-- I have tried Dolphin r6285 and r6352 x64 versions.

OS version and versions of tools/libraries used?
-- Windows 7 Ultimate 64-Bit, Intel e8500@4.06ghz, 4GB RAM, nvidia GTX260

Please provide any additional information below.
-- The "Start your engines!" phrase isn't the only sound that loops forever. Sometimes when browsing the menus, hovering the pointer over the options make a clicking sound that would also occasionally loop over and over again. Other race tracks sometimes wouldn't loop the "Start your engines!", other times they did. Problem seems to lie in the DSP, graphics and speed seem top notch. OpenAL or JITIL compiler do not help either.
