What's the problem? Wii menu freezes at "Health and safety warning"

I want to install Wii menu, I already put NAND to user/wii/ticket and opened wiimenu .wad file but it freezes up after I click on Health and safety warning and after that, it shows 0 FPS, so i can't enter wii menu

I have the same problem.
Last build that i tested and worked was r6198.
Im on win7 32-bit!

There is no need of a NAND dump, simply get a clean copy of Dolphin and go to "Tools" => "Install Wii Menu". Choose de WAD and wait about 10 seconds. After this, close Dolphin and reopen it. Now, you will find "Tools" => Load Wii Menu". In the first run, Dolphin will freeze at "Health and safety warning", but just wait about 30 seconds, after this the Wii Menu will run normally and without this 30 second freeze after first run.

You can even wait 3000 seconds, but the menu won't work:-(

Yes r1698 works perfectly without any nand but "IOCTL_ES_LAUNCH:Game Tried to reload ios or a title...." error still there

Today the connection is a nightmare...hope don't get another double post...anyway...I tried the mega nund file and I finally got into the menu, but then when I hit the start button in the Mii section, I get a warning message "Unknown pointer adress prefix FF report to the devs: 0XFFFFFFFF Continue?" and then the emulator gets stuck...

I am unable to reproduce this issue
The first launch of the system menu does stay on a black screen after health and safety warning because the system menu is creating some default files
title/00000001/00000002/data/cdb.vff seems to take the longest.
if this (or possibly other) file is corrupted it may be causing this issue

correction, I am able to reproduce this if I intentially corrupt the cdb.vff

this is most likely an invalid issue as closing dolphin while this file is initially created would cause this to occur
