closedFramelimiter doing weird stuff in StarFox Assault

What's the problem?
When you play through the first mission in StarFox Assault, you might notice it starts off quite speedy, then steadily slows down. I figured the cause was the Auto framelimiter figuring out the framerate the game wanted to run at. So I tried setting it to 60 instead and checking the box that says "Use FPS for Limiting"
This is where it starts doing weird things. The framerate (FPS) is still garbage, it's no better. The VPS on the other hand starts skyrocketing until the speed percentage goes up to like 2000%, but the game itself isn't running any faster. It's the same if you have framelimiter set to "off," and I don't know if this stems from another issue or is a duplicate or anything.

I believe usually VPS controls game speed regardless of VPS. Guess that isn't the case for SFA.

For recent builds i didn't noticed any Desyncs, game runs great with 60VPS or Auto framelimiter
Also with new Ax hle Audio and Auto framelimiters produce the same framerate, sound feels good and synchronized with subs and moves
