(optional) Dolphin version that does not have the problem:

Please provide any additional information below.
Turning XFB off makes the problem much worse, but even with progressive scan and XFB enabled there is still a constant flickering at regular intervals. I tried various settings but nothing seems to fix it.

With r7170 and XFB on (virtual) I don't have any kind of flickering (Hd4850 - WinXP 32bit)

I have the NTSC version (R2GEXJ)...so maybe is only the PAL version that has this problem...

I have the USA version.
In DX9 I get flickering when EFB Copies RAM with or without cache is selected. I use EFB Copies Texture with no problems. External Frame Buffer is disabled. I noticed the settings without flicker have the FPS capped at 30 but when the settings with flicker have the FPS go up to 60.
In DX11 the flickering is always present regardless of these settings. The FPS will stay around 30 most of the time but will spike above 30 when the flickering is present.
In OpenGL I don't have any flickering and the FPS is not capped at 30.

Scratch that about DX9 working. I still get the FPS spikes above 30 and the flickering with EFB Copies to texture but they are much less frequent than with RAM.
OpenGL is still flicker free so far.

Use XFB + disable progressive scan and the flickering is gone for good.
Tested on 3.5.1386 and >4.0.Everything else can be changed at will.
The game is supposed to run @30fps.
