What steps will reproduce the problem?
- start dolphin
- run the iso

What is the expected output? What do you see instead?
The game I have tested is fire emblem Wii (Radiat Dawn). The ntsc(japanese)
version got about 15fps , but the pal version got the full fps(45fps). In
the perivous verion dolphin before R1700. The ntsc version fire emblem Wii
I can get about 30fps even without the speedhack.
What version of the product are you using? On what operating system?
I am using dolphin R1713.

2G DDR2 RAM
