Overwrite the plugin DX11 by DX11 texcache rewrite.

What's the problem?
The plugin DX11 is very poor in comparison to others.
Dolphin version with the problem (as it appears in the title bar, Ex.: "R
4779" or "R 6403M"):

(optional) Dolphin version that does not have the problem:

Operating system and version:
32-bit or 64-bit:
both.
Game ID (as it appears in game properties, Ex.: "GZ2P01" or "RSBE01"):
RZTE01, RSPE01, SUPE01...
Wii Sports Resort, Wii Sports, Wii Party, among others ...
Build command-line (not on Windows):
Was the ISO a plain dump from disc, compressed and/or scrubbed?
whatever.
Please provide any additional information below.
The normal DX11 plugin is very bad to use because it has many bugs and is very slow, but this rewrite texcache DX11 performs much better, the bugs that it has DX11 normal also has, but not vice versa, then incorporate DX11 texcache rewrite, would no loss, only improvements.

Then there was a possibility at least add them to the regular versions? For this plugin video texcache rewrite DX11 works better than normal DX11 at all points, and is faster than the DX9 "EFB to RAM", but the latest version that has this plugin, it has no other improvements in controls, sound, etc, then adding these plugins regular versions, would use these new enhancements that are made in the other plugins and to use these video plugins.

textcache-rewrite will be merged back in to trunk at some point (after 3.0 tho).
Don't ask about merging anything until that happens.
