What's the problem?

Okay, so the keys are 3, 4, 5, 6, and 7, and they toggle "certain options," Which options? Hotkeys should never be ambiguous, I don't know if I want to use this or not since it's never stated anywhere what they do.
Furthermore, aren't the number keys already used for state saving/loading? Key conflicts are an even bigger problem.

Well my gripe is with r7599 but it's probably been around since the option was implemented.

The number keys are not used for state saving and loading. The F1-F8 keys are used for that. That is unless you have changed the hotkeys for state saving and loading.
That option is quite old, and those keys are hard coded in. They are for changing the internal resolution, aspect ratio, Copy EFB, Fog, and Material Lighting settings on the fly while the emulator is running.
That tooltip needs to be written better. Unfortunately, it will probably have to wait until after the release due to the string freeze.
