bugs before creating a new issue.

Make sure to have a valid issue with enough information (as for this issue to be reproducible by anyone else) BEFORE hitting the submit button. This way, readers usually won't have to read all the comments in order to understand and reproduce the problem that is described; blank issue reports do not help.

Shouldn't Google Code disable the 'Submit Issue' button at the beginning, and enable it only after something is typed or modified in the issue description?
