closedBrightness control broken in Pandora's Tower

Description
Since in many games (if not every) the in-game brightness control level doesn't work (for example see Pandora's Tower, where there's too much brightness and lowering it in-game doesn't do anything), it may be useful to have a working slide bar in Dolphin that emulates this option (Don't know if it is possible to implement this feature, but I hope so).

How many possible values does the ingame brightness setting have?

A game like Resident Evil rebirth has single digit increments from 50-100.

10 possible values (from 0 level to 9 level brightness)

This is directly related to issue 726 for reference. There are many games that are affected by this, such as The Last Story and Xenoblade, to name a few.

Is it a Wii games problem only? Because for example in Eternal Darknes (GC) the in-game brightness control works perfectly...

Hmm, yeah, Eternal Darkness brightness does happen to work, though other GC games do not.

... why add yet another useless feature when you could just fix the ingame brightness control? As far as I understand it, it's supposed to work but broken in Dolphin, right?
