- Game Name and ID (as it appears in right click > properties: "GZ2P01",
"RSBE01", etc):
Fatal Frame 2 - SL2P01
2) What is the expected output? What do you see instead?
Improvement in the scenes because is very slow, but the marking of the FPS, VPS, and speed is 100%.
3) Did the game ever work correctly (i.e. not have this problem) on an
earlier version of dolphin? Please specify the exact revision when the
problem began.

3.0 does not work.
4) What steps will reproduce the problem?
1 - The game starts normally everything at 100%
2 - In scenes CG's is very slow
3 - the game is good but not excellent.
5) What version of dolphin are you using (32bit/64bit along with the
version as it appears in the title bar, etc)? Do not say 'latest version'
this changes multiple times a day.
On what operating system, drivers, and hardware? Be sure to list OS,
graphics driver information, and video card model if you are having
graphics problems, for example.

It is not only fatal frame 2 that so many games with scenes of them are slow, but always 100%. Another game is Metroid Other M, which does the same thing in the CG scenes, and has no way to pass the scene to play without seeing the videos.

GoogleCode, so please use a 3rd party host for screenshots or any other
files (http://min.us/ for example).
Look at the bar VPS / FPS / SPEED this time the video is slow, but shows nothing.

Its important to lock threads to cores
Or audio will stutter
not all videos are slow few videos at beginning are OK
but when protagonist reaches lost village (few minutes from beginning)
it will start to crawl
I was able to push the speed up to 250fps with fps limit off,but it doesn't change anything voice is still slow motion so is video.
test on :Intel 2500k @stock 3.3

NOTE
all problems with videos are gone if using LLE
game works fluid and no problems so far

Forgot to mention i did my testings on 3.0-631
Either-way using LLE,frame-limit AUTO,limit by FPS OFF,and lock threads to cores
And game is perfectly playable.No issues with vides/cut-scenes either

Yes confirming after 2 hours of gameplay its working good with those settings above
Additional Note
Some say that enabling accurate Vbeam will speed the game up with LLE
But not in this case!
So Do not enable accurate Vbeam cause it will lock fps to 20!

I am using LLE and have tried all suggested settings, but my audio is chugging, making it unbearable to listen to. What am I doing wrong?

Fized for the most part. Apparently the audio does not like DX11.

Here is working better with 3.0. Git versions are "stopping" a lot, but it is happening in any game!

it has nothing to do with the video pluggin...
the slow voice and asyncred audio is a problem with HLE
the game works really fine with LLE
Also the problem with the chugging audio is because you are using a dummy LLE and not the propper one
