How can I make the game run at highest graphics settings without making the game run slower?

5) What version of dolphin are you using (32bit/64bit along with the
version as it appears in the title bar, etc)? Do not say 'latest version' this changes multiple times a day. On what operating system, drivers, and hardware? Be sure to list OS,
graphics driver information, and video card model if you are having
graphics problems, for example.

I'm currently on Dolphin 3.0 revision 720 64-bit. My OS is Windows 7 64-bit (latest SP). The graphics drivers on Dolphin I use is Direct3D9. My graphics card is the AMD Radeon HD 6570M, and my CPU is the Intel Core i7-2630QM. This system is a Lenovo Y560p laptop, and it has 4GB of RAM. This laptop is hooked to a 1080p 21" monitor/TV, which is where the game screen will be displayed on.

I'm sorry if I am asking a question that will only burden the Dolphin staff without shining light onto a new issue/recommendation, but I will still ask. So basically, I want to play Harvest Moon: Tree of Tranquility at the highest settings, which for me, are setting the Anti-Aliasing in Graphics Enhancements to 9x SSAA, setting the Anisotropic Filtering to 16x, and internal resolution to 2x Native(1280x1056)—all without lowering the speed of the game at all. However, when I set the graphics enhancements to these settings and play the game, the speed the game runs at is effectively halved, consistently playing at 15-16 FPS. However, I can play the game at consistently full speed with the aforementioned internal resolution and Anisotropic Filtering settings—only, I must set anti-Aliasing at 4x SSAA for it to play at full speed.

Now, I'm just wondering: are my laptops' hardware+software specifications are sufficient enough to support Anti-Aliasing at 9x SSAA, Anisotropic Filtering at maybe 8x or 4x and internal resolution to 2x Native, and STILL play at consistently full speed (30 to 31 FPS)?

If so, how should I set my laptop's hardware or software settings to play the game at full speed?

I imagine I'd have to go into the system BIOS and overclock my CPU and/or GPU? I would greatly appreciate instructions on how to do that... As a side-note, I found that Anisotropic Filtering doesn't significantly improve the graphics for this game for me, so I'm fine with this setting being at 1x, as long as the game runs at full speed with Anti-Aliasing set at 9x SSAA. Or does anisotropic filtering improve the graphics significantly at each higher level? I was looking so carefully at the anti-aliasing effects, that I truthfully wasn't looking intently at anisotropic filtering's effect.

I must say that internal resolution at 2x Native and anti-Aliasing at 9x SSAA is incredibly pretty, making the graphics of the game look very soft and smooth, whereas none and 4x SSAA make the game look jaggedy, hard, and unappealing...though 4x SSAA makes it less so. This is pretty much the sole reason why I wish to run the game at full speed with anti-Aliasing at 9x SSAA on my laptop.

If overclocking, or any other suggested method has a chance of being harmful for my computer, I DO have a notebook cooler, albeit a rather weak one. The one I have is the Cooler Master Notepal D-Lite, and it's a single centrally-mounted 140mm fan rated at 46.8 CFM (lenovo y560p's fan is at the center far-left of the notebook). If any additional information is needed to help resolve this problem, I will gladly give it in a timely manner.
