Implement command line arguments for netplay

Description
I apologize that this is the complete wrong place to post this. I tried to rock the Dolphin Forum, but it was restricted.
Would it be at all be easy to add command line arguments for joining and hosting on the Netplay side of things?

Probably wouldn't be very hard. Someone just needs the time to do it.

This is something that'd be pretty useful. I have looked into this before, but I guess I forgot about it.

please add this!!! I want to write a matchmaking software but i have no access to netplay.

Netplay config options can now be set from the command line.
