LLE audio problems starting with revision 3.5-170

Description

Game Name:
Many games, for example Sonic Heroes, Final Fantasy Crystal Chronicles, Wii Sports and so on...but the most noticeable is Rune Factory Tides of Destiny (very disturbed sound).

Game ID:
As I wrote, it affects many games, the most noticeable is Rune Factory TOD (SO3EE9)

What went wrong?
LLE audio had a regression: there's a lot of crackling, static and so on more or less in many games even at 100% speed.

What did you expect to happen?
To have smooth audio

What steps will reproduce the problem?
select LLE audio option, then start a game

Dolphin Version:
Dolphin 3.5-268 32-bit

Did the game ever work correctly?
Last working is revision 3ebe0718b8fde3d1acedb1840c5c8fe44625e8fd (aka 3.5-169).
Problem starts with revision 7bf72a6c8476 (aka 3.5-170)

Operating System and version:
Windows XP SP3 32-bit

Any other relevant information:
Soundcard: Sblaster Xfii gamer

Note that HLE also crackles in GC games (much less than this) but that's due to the new AX-HLE merge.

yeah and with the OpenAl the games crack and pop randomly and its slow and the audio is a bit off sync.Also i dont know what latency to set it at

I've tried the latency in OpenAL set to 5 without any crackling at all, well last time I tested the backend, I'm usually sticking to XAudio2 backend and honestly I've never had any issues regarding LLE, it sounds good to me. I'll play around more to see if I can reproduce this one.

The only times I heard the sound crackling was when the screen transitioned (as in, loading a new scene, it causes the emulator to fps spike down to a certain fps for a second to go full speed again when the scene is loaded which is fully normal), only tested some Gamecube games though. I don't have anything to complain as far as sound goes. Tested with Dolphin 3.5-270.

What operating system do you have and which games did you try?

Not every game has this problem, for example all the Zelda and Mario games aren't affected as well as Anopther Code R, A Shadows tale and Matroid Prime and maybe many more...instead Rune Factory TOD and Sonic Heroes are the most affected.

Arc rise fantasia has the same problem too, lot of crackling with fullspeed.

Arc rise Fantsia is affected in a similar way to Rune Factory and it is due to revision 7bf72a6c8476 as well (although r 3.5-169 still has some minor crackling sometimes, r 3.5-170 has a complete and permanent crackling sound)

3.5 367 64Bit has popping stuttering sound in almost all games. Win 8 Quad Core 2.9GHZ 8GB DDR3 RAM.
