Have you searched the issue tracker for a similar issue?
Yes. Only two results for "unicode", seemingly unrelated.

Game Name?
(実況パワフルメジャーリーグ) Gekitō Powerful Major League (J), but any game with extended Unicode characters in it's filename.

Game ID?
GYMJA4

What went wrong?
If extended Unicode characters (i.e. Asian glyphs, accented characters) are used in the iso/gcz filename they are not seen by Dolphin.

What did you expect to happen?
Unicode filenames to be read appropriately.

What steps will reproduce the problem?
-List an iso in the iso browser
-Rename the iso to have extended Unicode characters
-Refresh the browser list

What version of Dolphin were you using?
3.5-367

None that I'm aware of

specifications?

This affects all files, not just isos. It also silently fails to save files with unicode names.
