Yeh, I encountered this issue recently and one of the settings will fix it. Unfortunately, I cannot remember the setting off the top of my head by try the various graphics and game properties settings. This isn't a Dolphin defect in any case.

For what it's worth, this game doesn't need any special settings, just keep pressing "A" or "Start" until the game menu loads.

Just tried pressing A or Start to the get the menu, still have the black loading screen with the eyeball that rotates (it's frozen after 4-5 seconds). I can hear the selection and game sounds. I've set up the newest version of dolphin settings to the working one, and still have the same problem.

Properties: Activate VBeam emulation seems to work when active, the video is sped up quite a bit though. I'll stick with my older version of dolphin for now.
