Saving the game, exiting the emulation and restarting it always fixes this issue. The issue seems to come up with small random crackles, then eventually gets to almost all static/crackling when emulation drops below 100% for a split second that seems to trigger the bad crackling after you are 1+ hours in. If the emulation drops below 100% speed before you are 1 hour in, no crackling starts/occurs.

After 1.5 hours playing at Mt. Battle I can confirm your build fixes this issue for me. Before hand after doing 2 full battle areas the crackling would be horrible.
Thanks for the prompt fix!

That build doesn't fix RE4 Loop glitch.

Just to add it seems like audio on this game is better in general with your fixed build.

This fix seems to be game specific. The extended play audio crackling/static is not resolved (for me at least) in:
Wind Waker
Baten Kaitos
RE4 (GC)
Kirby's Return to Dreamland
Also that build makes some of the BGM off key (usually just a note here and there).
