Device dropdown in GCpad and Emulated Wiimote does not update immediately since 3.0-539

Description

This is probably like the most minor, annoying, oldest, and dumbest of all problems, but you wouldn't believe the number of times this has come up on the forums. From 3.0-539 (rd15740daf124) on, when selecting a device in the GCpad and Emulated Wiimote windows (at least on Windows), clicking on a device makes the device display blank. Cue newbies freaking out and trying all kinds of things to make it work, and then whining on the forums.

Hitting Refresh will display it, and hitting OK and then coming back will also display it, and it works even with the display blank. So the Device Dropdown is working properly, it just isn't displaying properly. But it's very disconcerting seeing it for the first time. This may only be a windows issue, cause well, I don't have Linux or OSX.

Minor issue, but an issue none-the-less. Reproduced.
