What went wrong? MAssive slow down even tho The title bar ahs it running at 100% speed

What did you expect to happen? It to at normal speed

What steps will reproduce the problem? I am sitting in the bar at the beggining of the game and just loading up a save intot hat aera is what triggers the massive slow down for me
